The first digital census of Italian communal palaces
Italian town halls — the broletti, the palazzi del popolo, the post-unification municipi — are among the buildings that most define the identity of Italian cities: architectural monuments, seats of local government, and repositories of civic memory. Yet before CivicArc, there was no digital infrastructure dedicated to documenting and comparing them on a national scale — information about their architecture, historical events, iconography, and uses remained scattered across local archives, regional monographs, and disconnected census records.
CivicArc, developed as part of the PRIN research project “Historical Atlas of Town Halls” together with Erica Bacigalupi and Marco Folin (University of Genoa), Silvia Chiusano and Andrea Longhi (Politecnico di Torino), fills this gap on two levels: it’s the first national census of these buildings, and at the same time a valorization infrastructure connecting scholars, local administrators, cultural institutions, and the public through a georeferenced consultation site.
A data model built for historical uncertainty
A town hall is rarely the result of a single construction project: medieval walls may house Renaissance halls, 19th-century façades, and contemporary offices. CivicArc’s data model, inspired by CIDOC-CRM (the reference standard for cultural heritage), represents every significant moment in a building’s history — construction, extension, demolition, restoration, change of use — as a typed event with its own date range, responsible actors, bibliographic justification, and a four-level reliability tag (documented / circumstantial / conjectural / unknown).
This makes uncertainty a first-level attribute of the data rather than a footnote — a choice that reflects the documentary reality of layered historic buildings, where precise dates and unequivocal attributions are the exception, not the rule.
The corpus, today
235 catalogued town halls, 1,338 iconographic records, 458 historical figures, 1,044 bibliographic sources.
A two-tier architecture
The platform deliberately separates in-depth scientific documentation from curated public dissemination. The editorial workspace, restricted to researchers, hosts each building’s complete record — events, decorative elements, uses and functions over time, iconography, bibliography — organized into modules with color-coded reliability indicators and a graphical timeline of the building’s entire history. The public site (atlante.civicarc.it) requires no registration and offers a georeferenced map, search by period and geographical area, and a summary profile for each palace — linking out to the full scientific documentation, citable via DOI, for anyone who wants to go deeper.
The stack is entirely open source: Django for the backend and REST APIs, a three-node MongoDB replica set for data reliability, Leaflet for the interactive map, all containerized with Docker Compose to be reproducible and easy to redeploy across partner institutions.
The project
December 2023 – November 2026. Funded by PRIN (Italian national research grants). The paper describing the platform will be presented at the international iCities 2026 conference in Brescia, Italy, September 16–18, 2026.
